The freeze is not a date, it is a property of the method
Every structure has a moment after which a change stops being a drawing revision. What differs is where that moment sits relative to the work on site. Cast work freezes repeatedly and late; fabricated work freezes once, in a workshop; manufactured work freezes earliest of all, in a production slot that may already be booked.
Knowing which of the three you are dealing with is more useful than a date, because it tells you what the change process will look like when you inevitably need one.
Cast work: a rolling freeze, repeated at every pour
A concrete frame is built in a sequence of pours, each depending on the support beneath it, and the information for each pour has to be complete before it begins. Coordination therefore happens ahead of each pour rather than as trades arrive, and fixings, penetrations and facade brackets belong in the pour because everything added later goes into an element whose interior arrangement cannot be seen.
Two elements within the cast family are harsher. An insulating concrete formwork wall is stacked dry and then filled, so the point of no return is the fill and anything to be cast in, aligned or braced has to be settled before then. A post-tensioned slab requires every opening, sleeve and cast-in item to be located before the pour, including the ones the services design has not finished yet.
Fabricated work: the freeze is the workshop
A steel frame is assembled rather than formed. Members are cut, drilled and fitted with plates and cleats in a fabrication shop, arrive with their connection preparation already in them, and are bolted together in position, so the geometry of the building is decided at fabrication and what happens on site is largely the consequence of decisions taken before anything was delivered.
A heavy timber frame works the same way. It is cut before it is raised, which means the drawing set is closed early and changes made afterwards are made in an object that has already been fabricated. What is actually being frozen
It is rarely the structure itself that causes the trouble. What the deadline locks is a set of positions that belong to other people, and they are the same positions in every method.

The cost of a late change is not proportional to its size
This is the part that surprises owners. In a steel frame, drilling or welding to a frame afterwards affects both the member and its protective treatment, so late requirements are disruptive out of proportion to their size. In a panel system, a hole that was not drawn is cut on site through a load-carrying element and through whatever surface was meant to remain visible.
In precast work the equivalent is starker: a hole cast into a unit is a hole in a piece designed with it, while a hole cut later is cut into a thin element with reinforcement near both faces. A small request meets a large consequence because the method has already committed.
Finding your own dates

Each of those entries suggests asking for the record as part of handover. Without it, a later alteration begins with an investigation rather than with a drawing.
