Formation Level

Overview

What a formation is

The formation level is the surface reached when excavation stops: the plane on which a foundation, slab, pavement or drainage run is subsequently built. It is a made surface rather than a natural one, because reaching it involves removing material and then leaving what remains exposed.

Its significance is that it is the point at which the ground stops being an unknown and starts being a construction surface. Everything above is set out from it, and its condition at the moment it is covered governs how the layers above behave.

  • It is not the subgrade. The subgrade is the body of ground beneath; the formation is the specific exposed surface at the top of it, and a formation can be spoiled by weather or trafficking while the subgrade beneath is unchanged.
  • It is not a foundation. A foundation is a structural element built at or above formation level; the formation is the surface it bears on.
  • It is not a blinding layer. A blinding is laid onto a formation to protect it, which means the two are sequential rather than the same thing.

An exposed formation can soften, and a softened formation is not the surface the design assumed. Whether that has occurred is a matter for site inspection rather than for a reference page.

The sequence between forming the level and covering it is where formations are commonly lost, because the surface degrades while other work is being organised.

  • That formation level is simply a depth. It is a surface in a condition; two excavations to the same depth can arrive at very different formations.
  • That reaching the level completes the work. An unprotected formation can deteriorate to the point where the level has to be taken lower.
