Surface Water Scheme Handover Preparation Checklist
Help an owner prepare the handover of a surface water arrangement so the duties it carries can actually be performed afterwards, by establishing what each feature is, whether every part can be reached, and what was recorded before it was covered over.

This is general planning preparation. These situations need a qualified professional, and often the relevant authority.

1.Arranging it while the people who know are still there
Almost everything on this checklist is easy to ask before the contractor leaves and difficult to recover afterwards. The arrangement matters more than the content.
Raise the drainage handover at the start of the project rather than at the end, and ask what will be needed from each party.
Several of the records here can only be made while work is open, so asking at completion is asking too late.
Establish which party is handing over which part: the designer, the groundworker, the landscape contractor and any specialist may each hold a piece.
Drainage handovers fall between trades more often than they fail, because everyone assumes somebody else holds the record.
Ask each party what they would normally hand over for a scheme like this, and write the answer down before agreeing what you want.
Asking first tells you what is ordinary, which is a better starting point than a list you invented.
Ask for a walk around the finished scheme with somebody who built it, and take your own notes rather than relying on being sent something.
A walk answers questions you would not have thought to write down, and it can only happen while they are still on site.
Write down the names, roles and contact details of everyone who worked on the drainage, and keep that with the scheme record.
The value of a contact detail rises steeply at the moment it stops being obtainable.
List anything still outstanding at handover, including anything you were told would be finished or confirmed later, and date the list.
Outstanding items agreed verbally at handover are the ones that quietly become nobody's.
2.What has to be known: which feature is which
Several features look alike and behave in opposite ways. Being told which is which, in writing, is the difference between a maintainable scheme and a guessed one.
Ask for each feature to be named individually on a plan rather than described collectively as the drainage, and keep that plan.
A collective description cannot be acted on later by anybody who was not there when it was said.
Ask, for each feature, whether it is lined or open to the ground, and record the answer against the feature rather than in general terms.
The same feature built the two ways empties by different routes, so the answer governs what any later observation means.
Ask where any flow control sits, what it does and how it is reached, and photograph the position before it is covered.
The control is the component most often built in behind something else and the hardest to locate afterwards.
What a flow control does and whether it is working is a matter for the drainage designer, not something to establish by opening or adjusting anything.
Ask which features are drainage rather than landscape, and get that stated on the plan in words a gardener would understand.
A swale or a planted hollow with no such note will be maintained as a border by whoever comes next.
Ask what the scheme was based on, who set that, and whether any consent or agreement attaches to it, recording the answer in their words.
Later changes to paving or roofs are assessed against that basis, and without it nobody can say whether a change matters.
What discharge arrangements, consents or agreements apply to a site is determined by the relevant authority and the drainage undertaker, and varies by location.
Ask whether any ground testing underpins the arrangement, and request a copy of whatever was produced rather than a summary of it.
The test result is the thing a future designer will want, and a verbal summary of it is not a substitute.
Ask whether any part of the scheme serves or is shared with another property, and who else holds duties or rights in it.
A shared arrangement is one an owner cannot alter alone, and that is far cheaper to learn at handover than afterwards.
3.What has to be reachable, and by whom
Access is the part most often designed out. A duty that cannot be reached still exists; it simply cannot be performed, and nobody discovers that until the first bad winter.
Walk to every cover, grating, trap and access point during the handover walk, and note what you had to move or cross to get there.
A route that is awkward while the site is empty becomes impossible once planting, a shed or a store is in the way.
Ask who is expected to lift each cover and with what, and note whether that person is a household member or a contractor.
Covers get specified without anyone asking who will actually be holding them, which decides whether the routine work ever happens.
Lifting covers exposes open drainage and gases. Who may do it and with what equipment is a matter for qualified professionals.
Ask what equipment is needed to empty or clear each feature, and whether that equipment can physically get to it across the finished site.
Emptying something is a different access requirement from looking at it, and only one of them is usually considered.
Note any access point that finished planting, gravel, decking or a structure will sit over, and raise it before the landscaping goes in.
This is reversible for about a week and permanent afterwards, which is why it belongs in a handover rather than a review.
Ask whether any part of the scheme is buried with nothing visible at the surface, and how somebody would find it long afterwards.
A vessel under a lawn with no marker is found by excavation, which is a poor way to locate something that was known on the day.
Write down the access limitations you noticed rather than only the arrangements, since the limitations are what later decisions have to work around.
Handover packs list what exists; they rarely list what is awkward, which is the part that governs whether anything gets done.
4.Recorded: photographs taken before anything is covered
There is a short window during which the scheme is visible. Nearly everything anybody will later want to know about it is answerable during that window and by excavation afterwards.
Agree before work starts what will be photographed and by whom, rather than hoping somebody thinks of it on the day.
The trench is open for an afternoon, and nobody on site regards photography as their job unless it was agreed.
Ask that photographs show each buried element against permanent features such as a building corner or a boundary, not against a spoil heap.
A photograph of a pipe in a trench with nothing fixed in shot locates nothing once the ground is closed.
Ask for positions to be noted from permanent features that will still be there afterwards, and keep those notes with the photographs.
Distances from things that were later removed are the reason many as-built records cannot be used.
Ask for a drawing showing what was actually built rather than a copy of what was designed, and ask directly whether anything changed on site.
Changes agreed verbally during groundworks are ordinary, and they are the part a design drawing will never show.
Ask for photographs of anything unexpected that was found during excavation, including old pipes, disused structures, made ground or anything nobody had expected to meet.
What was found is as useful to a later adviser as what was built, and it is recorded by nobody unless requested.
Collect the photographs weekly rather than at the end, and check they show what you expected while the work is still open.
A photograph set requested at completion arrives incomplete, and the gaps can no longer be filled.
5.The route nobody watches: where surplus water goes
One part of the scheme operates only when everything else has stopped coping. It is never seen working, and it is removed by ordinary landscaping without anybody noticing what they have done.
Ask where surplus water goes when the arrangement is full and rain has not stopped, and ask for that route to be drawn.
Where the surplus goes is a design output rather than an accident, and it is the item most often left undrawn.
Ask what the route passes on its way, including any doorway, boundary, parking area, planted feature or retained edge.
Where the route goes and what it crosses are different questions, and the second is the one that affects your neighbours.
Ask whether the route was checked against the levels as finally built rather than as originally drawn, and record the answer.
The ground is reshaped after drainage is designed, and a kerb or a raised bed can redirect the route without anything called drainage being touched.
Ask where any overflow outlet sits, whether it discharges somewhere visible, and photograph it while it can still be found.
An overflow that has silted looks the same as one that is clear, because neither is running on the day anybody looks.
Whether an overflow is clear or obstructed is established by a qualified drainage professional rather than inferred from its appearance.
Write a plain note of the route for whoever next changes the levels, and keep it with the record rather than only in your head.
The next person to improve the levels has no way of telling a designed route from ground that happens to fall that way.
Ask what an owner might notice that would suggest the secondary route is no longer available, and write the answer down verbatim.
This is a question only the designer can answer usefully, and it takes a minute while they are still engaged.
6.The duties that come with it, and who holds each one
A scheme is handed over once and then has to keep working for as long as the site does. What is being handed over is a set of recurring obligations attached to the ground.
Ask for the list of recurring operations the design assumes, feature by feature, and record them as operations rather than as general upkeep.
General upkeep has no owner; a named operation against a named feature can be given to somebody.
Write a name or a role against every operation, including the ones you expect to do yourself, and note which need a specialist.
Separating arranged work from routine work early stops a specialist task quietly becoming a volunteer one.
Ask what would stop each feature working, and record the prohibitions as carefully as the instructions, since the prohibitions are rarely volunteered.
Most damage to these features is caused by ordinary, well-intentioned garden work that nobody thought to rule out.
Record how each feature behaves while the scheme is new, including how long it takes to clear after rain, and date the record.
Without a baseline taken while everything is working, later change cannot be distinguished from how it always was.
Ask what kinds of later change would alter what arrives at the scheme, and write that answer where a future project would find it.
A new paved area or a rerouted downpipe alters the load on an arrangement nobody has touched.
Put the whole record somewhere it stays with the property, and tell the household and any managing party where it is.
The obligation passes with the ground, so the record has to travel the same way rather than with the person who assembled it.
Ask what a future buyer's enquiries would want to know about the scheme, and keep those answers where the property's legal papers are kept.
The questions asked at a sale are predictable, and answering them once at handover beats reconstructing them under time pressure.

Having these to hand usually makes the first conversation shorter and more useful.
- A plan naming each drainage feature individually as built
- Photographs of buried elements taken against permanent features before covering
- Any ground testing report the arrangement relies on
- Manufacturer or supplier information for covers, traps and controls installed
- Names, roles and contact details of everyone who worked on the drainage
- Any consent, agreement or correspondence about discharge from the site
- A written note of the recurring operations the design assumes
Records
Decisions to record before work begins
Write these down in your own words, with the date, so everyone is working from the same version.
- Which party is handing over which part of the scheme
- Who holds each recurring operation, and which need a specialist
- Where the scheme record is kept and who else knows
- What you were told must not be done to each feature
- Which access limitations you accepted and which you raised
- What remained outstanding at handover and who agreed to close it
Professional review
Questions to discuss with qualified professionals
Bring these to the relevant qualified professional, supplier or authority. Requirements vary by project and location.
- Which feature is which, and is each lined or open to the ground?
- Where does the flow control sit, and how is it reached?
- Where does water go when the arrangement is full and rain has not stopped?
- Was that route checked against the levels as they were finally built?
- What has to be emptied or cleared, by whom, and with what equipment?
- What would tell an owner that something here has stopped working?
- What later changes on this site would alter what arrives at the scheme?
- What must be confirmed with the local authority or drainage undertaker about discharge from here?
- What would you want a future designer to be handed if this is ever altered?
Blind spots
Commonly overlooked items
- The flow control, built in behind something and never located again
- Photographs of open trenches, agreed with nobody and therefore taken by nobody
- The exceedance route, real but undrawn, and indistinguishable from ordinary ground
- A cover specified without anyone asking who would actually lift it
- Which features are drainage rather than garden, never written where a gardener reads
- A baseline of how the scheme behaved while new, so later change cannot be seen
- Contact details for the groundworker, still obtainable for about a fortnight
What this checklist does not do
