1.Who uses this change of level, and carrying what
The people who use a garden step are the reason it exists. Write them down before anybody starts drawing it.
List everyone who regularly crosses the level change, including anybody who visits often, and note what each of them finds difficult about it now.
A step that suits the household may still be the reason a visiting relative has quietly stopped coming into the garden.
Record what gets carried up and down, from washing baskets and compost to bags of logs, and whether both hands are usually occupied on the way.
Whether a hand is free changes what the route has to offer, and it is the detail most often left out of a brief.
Note whether anyone uses a stick, a frame or a wheelchair now or is likely to, and write down what that person currently does at this level change.
Recording present behaviour is the owner contribution here; working out what would suit somebody is not.
Step-free routes, handrails and edge protection must be discussed with a qualified professional; nothing here establishes what would suit a particular person.
Write down whether children use the level change unaccompanied, and whether a pet or a pushchair is regularly taken up or down it.
Who uses a route without help shapes the questions worth asking and is not something a designer could guess at.
Note whether a mower, barrow or bin has to make the same journey between the levels, and how that is managed at the moment.
Wheeled upkeep is usually the reason a step becomes a problem, and the workaround people have adopted is very revealing.
Record which crossings happen with something bulky held in front of the person, so they cannot see their own feet on the way down.
Sightlines while carrying are a practical constraint that rarely reaches a brief and strongly affects where a flight should sit.
2.What the existing steps do in bad weather
Steps behave differently in wet, frost and shade. Only somebody who lives with them knows which ones misbehave.
Note which steps stay wet long after rain because they sit in permanent shade, and which of them dry off quickly once the weather clears.
Shaded steps stay wet far longer, and knowing which they are matters for both position and surface discussions later.
Record where green growth, moss or algae comes back each season however often somebody cleans it off.
Recurring growth points at a condition rather than at a cleaning failure, and it is worth reporting as a pattern.
Write down which steps have become slippery in frost, and whether anybody has changed their route in cold weather because of it.
A route quietly abandoned in winter tells you the level change is not working, even where nobody has said so aloud.
Note where water runs down or across the steps rather than away from them, and where it collects at the foot of the flight.
Where water goes once a route is rebuilt is a drainage matter for a qualified professional and may be regulated; confirm locally what applies.
Record what ends up on the treads, such as leaves, gravel or bark, and whether it arrives from planting or a surface immediately alongside.
Material shed onto steps by neighbouring planting is a maintenance question that can be designed around once it is known about.
Note whether any existing step has settled, tilted or become uneven, and photograph it rather than deciding what the movement means.
Whether an existing step, edge or wall is sound is a judgement for a qualified professional and never something to settle by looking at it.
3.Where a ramp is being hoped for
A ramp is often assumed to be the simple answer. Working out what it would need on this particular slope comes first.
Write down where you have imagined a ramp running, and pace out roughly how much length is available along that line.
Ramps need length, and finding out whether the plot has any to spare is the first thing that decides whether the idea survives.
Note what would have to move to make room for a longer route, such as a border, a shed, a tree or part of the lawn.
The space a ramp needs always comes from somewhere else, and naming the source keeps the conversation honest.
Consider whether a longer, gentler route that doubles back on itself would be acceptable, or whether it would simply be too far to be used.
A ramp people avoid is worse than the steps it replaced, and only the household can judge whether it would be used.
Ask a qualified professional what gradient, width, landings and surface a ramp here would need, and record the answer rather than assuming any of it.

A ramp is a slope by definition, so the same wet shade that spoils a step affects it more rather than less.
How a sloping route performs in poor weather should be discussed with a qualified professional and with the supplier of any surface considered.
4.Landings, pauses and turning at each end
Most of the difficulty at a level change happens where it starts and where it ends rather than in the middle.
Note what sits immediately at the top and bottom of each existing flight, and whether there is anywhere to stand while opening a gate or a door.
A flight discharging straight into a gate or a narrow path is awkward whatever the steps themselves turn out to be like.
Record whether anybody has to turn while stepping, and whether that turn happens on the step itself rather than on flat ground.
Turning on a step is a common difficulty and is straightforward to design out once it has been flagged.
Write down where somebody would want to set a basket, a watering can or a bag down part way along the route.
A place to put something down is what makes a long flight usable, and it is almost never asked for in a brief.
Consider whether a seat, a wide step or a landing part way up would be welcome, and where it would have to sit to actually be used.
Pauses only get used where people naturally stop, which the household already knows and a visitor cannot guess.
Note where a flight arrives onto a route people walk along, and whether anyone would step straight out into that path.
Where two routes meet is worth flagging early, particularly where one of them is used by children on wheels.
Record whether the ground at the foot of the flight stays firm, or whether it churns up and turns muddy in wet weather.
The bottom of a flight takes concentrated traffic, and a mud patch there is usually the first sign the arrangement needs rethinking.
5.Surface, grip and the edge of each step
The surface and the edge are what people actually experience. Record what you have observed and ask about the rest.
Note which existing surfaces on this plot you already trust underfoot in the rain, and which ones you find yourself avoiding.
Your own experience of surfaces on this site is better evidence than any general claim made about a material elsewhere.
Ask what a surface suitable for a step here would ask of you in upkeep, and record what the supplier says about it in wet shade.
Ask the material supplier and a qualified professional what a surface will do outdoors here; performance varies with aspect, exposure and use.
Record whether you want the edge of each step to read clearly against the tread, and note who in the household has difficulty judging edges.
Seeing where a step begins is a genuine owner requirement and is far easier to build in than to add afterwards.
Write down whether an open drop beside the flight would concern you, and identify which side the ground would fall away on.
Guarding, edge protection and anything standing beside a drop are matters for a qualified professional working to the relevant local requirements.
Note whether any part of the route would sit on ground that has been dug over, filled or made up during your time at the property.
What can be built on made ground has to be established by a qualified engineer; never assume a surface can simply be laid over it.
Consider whether planting alongside would grow across the treads over time, and record what you would want kept clear of the route.
Planting narrows a route quietly across the seasons, and deciding now what stays clear saves cutting back in awkward places later.
6.Finding the steps after dark
A garden level change is used at night more often than people expect. Note what happens now and leave the electrical questions to others.
Walk the route after dark as it stands and note where you slow down, reach out for something or resort to a phone torch.
Where you hesitate in the dark is the most reliable indication of where light is genuinely needed on the route.
Record which existing light spills onto the steps from a window or a door, and whether it goes out when that room is not in use.
Borrowed light is what most gardens rely on, and it disappears without warning as soon as a household routine changes.
Note whether light on this route would shine towards a neighbouring window, a garden or a road, and where it would fall.
Light spill is a common source of complaint and is much easier to consider before any position is fixed.

7.Step and ramp questions that are not yours to answer
Some of the most important questions here have answers, but not ones an owner can supply. Collect them deliberately rather than guessing.
Write down that step heights and depths, and how consistent they have to be, are set by a qualified professional rather than by your sketch.
Step geometry and handrails are set by qualified professionals against the relevant local requirements; never take dimensions from a layout drawing.
Ask what would be expected where a route between garden levels is rebuilt, and confirm locally what applies at this particular property.
What is expected varies by location and by circumstance, and the answer is far easier to obtain before a design is drawn than after.
