What the work actually is
Every other foundation is formed before anything stands on it, onto ground nobody is loading. Underpinning is not. The structure is already bearing, the load path is live throughout, and a new foundation is formed beneath and beside the old one so that path has to be interrupted and remade rather than established.
It is the only foundation arrangement formed under load, which is why it belongs to temporary works design as much as to permanent works design, and why it is not a scaled-up version of ordinary groundwork.
