Opening and Reinstating a Finished External Surface

Everything that will ever need reaching under an external surface is buried on the day the surface is finished. Drainage runs, cables, a chamber, an outlet, an irrigation point. The question of what it will cost to reach them again is settled at that moment too, and it is settled by the construction rather than by the material or the appearance.

The published entries describe three very different answers. A field of separate units is lifted by hand and put back into the same space. A bound surface has to be broken, and the repair is a new bound patch bonded to an old one. A continuous bituminous surface can only be cut, which introduces edges and joints into a construction whose whole argument was that it had none.

Two further constructions give a fourth answer, which is that they must not be opened at all without professional advice. This is planning guidance only. The access question belongs to the surface decision

The answers change the surface choice honestly rather than theoretically. A route that will be opened repeatedly and a route that will probably never be opened are not asking for the same construction, even where they are asking for the same appearance.
