What a fixing actually reaches
A screw driven into a finished partition arrives somewhere: into board alone, into a stud, into a noggin, into concealed sheet backing, or into nothing. Which of those applies is decided before boarding and cannot be inferred from the room, and the difference between them is the difference between a fixing that works and one that does not.
The same question changes shape on a lining. A shelf screwed to a bonded lining loads the adhesive and the wall behind it; the same shelf on a framed lining loads the frame; on a battened lining it loads whichever batten it happens to catch.
Backing is not the same as framing
A wall can have plenty of noggins and still lack one where a heavy fitting needs support, because a noggin does one of three unrelated jobs depending on where it sits: restraining slender members against twisting, supporting a board edge, or providing solid backing for something attached later.
Only the third is about what the wall will hold. Assuming that a well-framed wall is automatically a well-backed one is the most ordinary way this goes wrong.
The list that has to exist before first fix
Backing depends on knowing what will be fixed to the wall later, which means the brief has to reach the framer before the framer closes the wall. That list is rarely complete, and the practical response is to make it generous rather than accurate: a position that turns out not to be used costs a piece of sheet, and one that was never provided costs a wall.
It is worth including the unglamorous items. Skirtings and architraves need something to bite into, and a grab rail or a cistern frame carries loads in directions a shelf does not.

Boards and panels do not hold a fixing the same way
Sheet families used as backing behave differently. Plywood is built from cross-bonded veneers and takes a fixing in its edges in a way particle and fibre boards do not. Oriented strand board is directional, and its cut edges expose loose flake ends that take up water quickly.
Honeycomb core panels are the extreme case: thin facings over an expanded paper core with solid inserts only where hardware was intended to land. A fixing placed away from an insert has nothing to bite into, however carefully it is driven, and trimming an edge can remove the frame that made the edge fixable.
Where the load actually goes
A fixing hands its load to whatever it reaches, and that thing hands it on. Backing spreads a load into the framing; framing takes it back to the head and base tracks; the tracks deliver it into the floor below and the structure above. Every link in that chain was decided by somebody, and no link can be inspected afterwards.
What any particular arrangement will carry is a matter for the fixing manufacturer's documentation and the designer, not something to be judged from the room. What this page can say is that the chain either exists at that position or it does not.
Recording it so the next person can use it
The record is the component. A photograph of each open bay, or a marked-up elevation showing where backing was placed, converts an invisible property into a usable one. Without it, the next occupant is drilling speculatively into a wall that may contain services.
