1.Recording the cellar exactly as you find it
Cellars are described from memory far more often than they are described accurately. Go down with a torch and a notebook before anything else.
Sketch the cellar in plan, marking each separate chamber, the position of the stair and any opening between the chambers.
Cellars are rarely one simple room, and a rough plan of the chambers is the fastest way to explain the space to someone who has not been down there.
Note which part of the house the cellar sits beneath, and whether it covers the whole footprint or only one or two rooms.
Where the cellar stops matters as much as where it runs, because the boundary of the vault often decides what any scheme can reach.
Photograph every wall, the floor and the ceiling with a strong light, taking care to capture corners, low areas and anything that looks patched.
A phone camera in a dark cellar flattens detail, so deliberate, well lit photographs of each surface are worth the effort.

2.Damp, staining and where water shows itself
Record what you can see and when you see it. Diagnosis is a professional matter, but an owner is the only person who can observe the cellar across ordinary weather.
Mark on your sketch where staining, discolouration or tide marks appear on the walls, and note roughly how far up the wall each one reaches.
The pattern of staining is one of the first things an investigator will want, and it is far more useful than a general statement that the cellar is damp.

Go outside and note where the ground, paving or planting sits against the walls above the cellar, and whether water is directed towards the house.
What happens outside frequently explains what appears inside, and it is easy to observe once you think to look.
Whether external ground conditions are contributing to anything you have seen inside is a question for a qualified professional to answer on site.
3.Headroom, floor level and the way down
The stair and the ceiling height decide whether a cellar can become a room people willingly use. Record both before anyone draws anything.
Stand in each part of the cellar and note whether you can stand comfortably, must stoop, or cannot stand at all, marking each area on your sketch.
A rough description of where you can stand is more honest and more useful early on than a single figure taken at one convenient spot.
Note where beams, pipes, ducts or arches drop below the general ceiling line, and mark the lowest points you meet as you walk around.
The lowest obstruction usually governs how the space feels, and it is frequently omitted from an owner description of the cellar.
Describe the existing stair honestly, including whether it is steep, narrow, open at the back, or awkward to carry anything down.
Many cellar stairs were built for occasional access rather than daily use, and the stair is often the hardest part of the project to resolve.
Record where the stair arrives on the floor above, and whether that position works for the way the household actually moves through the house.

4.What the cellar walls are already doing

Owners often assume an internal cellar wall is a divider when it may be doing a great deal more than dividing.

These openings are the existing ventilation strategy, and blocking them without a replacement changes the behaviour of the whole space.
Note whether air seems to move through the cellar or whether it feels entirely still, and whether that differs between chambers.
Still air in one chamber and moving air in another tells a professional something useful about how the space is working.
Record whether any natural light reaches the cellar at all, from a grille, a light well or a gap at the head of the stair.
Knowing whether there is any daylight route at all sets a realistic expectation for what the converted space could feel like.

Ventilation after conversion is a design matter rather than something that can be inferred from what the cellar does today.

A meter or an incoming supply is not the builder's to shift. Ask the relevant undertaker and a qualified installer what the process is before the plan assumes anything.
Note where pipes and cables run across the cellar ceiling and walls, and which of them appear to serve the rest of the house.
Runs crossing the cellar often serve rooms above, so they cannot simply be removed to tidy the space.
Write down what is currently stored in the cellar and decide, item by item, where each thing would go if the space were converted.
Displaced storage is the most commonly ignored consequence of a conversion and it usually ends up in the room you have just created.
Note which items need to be reached for servicing or meter reading, and who needs to reach them besides the household.

Optimism about windowless rooms is common at the planning stage and is often contradicted by the way people actually live.
Note what the conversion would free up in the rest of the house, since the benefit upstairs is often the real reason for the project.
Naming the upstairs gain helps you judge whether the disruption is justified, and it gives the designer the actual objective to work towards.
Consider whether simply improving the cellar as storage would meet the need, and record why you are or are not satisfied with that option.
Testing a modest option against the ambitious one keeps the decision honest and occasionally saves an enormous amount of trouble.
8.Sorting the questions by who can answer them
Cellar projects involve several different disciplines. Sending each question to the right place keeps the answers useful.
Divide your questions into those about structure and those about moisture, since they are usually answered by different qualified people.
Combining the two in one enquiry often produces a partial answer from someone who only deals with half of the problem.
List the questions that belong with your local authority, and note who in the household will make that contact and keep the record of it.
Local requirements vary and can only be established locally, so this list should never be answered by general guidance.
Compile your dated observations, photographs and sketch into one file to hand over, rather than describing the cellar from memory at a meeting.
An organised record shortens the first visit considerably and often improves the quality of the advice you receive.

Commonly overlooked items

- Everything currently stored down there, which has to move into the rooms above

- The route in and out, which may not admit the furniture the room is being designed around
