This is general planning preparation. These situations need a qualified professional, and often the relevant authority.

The checklist
Work through the sections

1.What the surface is currently doing
A surface that looks redundant is often working. These prompts establish what would be lost before anything is broken out.
Go out during heavy rain and record where water on the existing surface runs to, including which gully, channel or soft area it reaches.
That destination is the thing most likely to change when the surface goes, and it can only be observed while the surface is still there.
Note whether the surface appears to be keeping water away from anything, such as a wall, a doorway, a store or a boundary.
Surfaces near buildings often direct water as well as carry traffic, and removing one changes both jobs at once.
Record what currently stands, parks or is stored on the surface, and where each of those would go once it is removed.
The bin, the car and the bike store have to live somewhere, and the plan is easier to make before the surface goes.
Note which routes the surface provides, including access to a side passage, a meter, a bin store or a rear gate.
A route removed is discovered on the first wet day afterwards rather than during planning, unless it is written down now.
Note whether the surface, its edges or anything beneath it appears to be holding a level or supporting adjacent ground.
An edge that is quietly retaining is one of the few genuinely serious findings in a removal project.
Where anything appears to be holding a level or supporting ground, stop and ask a qualified engineer before removal is planned.
Walk the perimeter and record where the surface actually ends, including whether it continues under a gate, a fence or a neighbouring boundary.
Hard surfaces frequently extend beyond where they appear to, and the extent decides both the scope and who has an interest in it.
2.Recording what is underneath while it is visible
The ground beneath is exposed briefly and then covered again. This is the one chance to record it, and it is almost always missed.
Ask to be told when the surface is being lifted and photograph what is beneath it, with dates, before anything is backfilled or levelled.
Foundation layers are invisible once covered, and a dated photograph taken at that moment is evidence nobody can reconstruct.
Agree access and safety arrangements with the contractor before going onto a working area or near broken-out material.
Note what appears beneath the surface in plain description, including how thick each layer looks and whether it varies across the area.
A description of what was found is useful to whoever designs anything here later, whether that is planting or a new surface.
Record the position of any pipe, cable, duct or chamber that appears, and mark it on a sketch before it is covered again.
Services beneath an old surface are frequently undocumented, and this is the only moment when their position is directly observable.
Photograph anything unexpected that appears, including older surfaces, foundations, tanks, voids or made ground, and stop before disturbing it.
Old surfaces often sit on older ones, and finding out what is there is a reason to pause rather than to continue quickly.
Note how wet the exposed ground is and whether water appears to be running into or standing in the opened area.
What the ground does once it is uncovered is a useful observation for whoever advises on what happens next.
Keep the photographs and notes with the property record, labelled so that somebody who was not present would understand them.
This record is exactly what the next owner or designer will wish existed, and it exists only if somebody makes it now.
3.Deciding what the area becomes
Removal on its own leaves a hole in the plan. Deciding the destination first changes what removal has to achieve.
Write down what the area is intended to become, whether planting, lawn, a gravel area, a smaller paved area or something undecided.
What follows decides how much is taken out and to what level, so it is not a decision that can sensibly come afterwards.
Ask how much of the construction beneath has to come out for the intended use, rather than assuming the whole build-up must go.
Different destinations need different amounts removed, and this is the question that decides most of the work.
Where planting is intended, ask what the exposed ground would need before anything would grow in it, and who would establish that.
Ground that has been under a surface for years is not simply garden soil waiting underneath it.
Consider whether part of the surface should stay, such as a standing area, a route or a threshold, and mark where the new edge falls.
Partial removal is often the better answer and it introduces a new edge, which has to be decided rather than left where the breaker stopped.
Note whether you might want a hard surface back in future, and what would make that easier or harder once this work is done.
Front gardens change use more often than owners expect, and keeping the option open is sometimes cheap at this stage.
Confirm locally whether anything about the change is subject to requirements, particularly where it affects a front garden or a vehicle crossing.
Requirements vary by location and are settled by the relevant authority rather than by what a neighbour has done.
4.The level that is left behind
Removing a surface drops the level, and everything at the edges then meets something different. This is where de-paving surprises people.
Ask what level the area would be left at once the surface and whatever is being removed beneath it have gone.
Owners picture the surface disappearing and the level staying, and the two are not the same thing.
Note every edge where the new level would meet a neighbour's ground, a boundary or a shared surface, and what would happen at each.
A level dropped on one side of a boundary is a question for two owners rather than one, and it is better raised in advance.
Where a change of level would affect neighbouring ground or a boundary structure, seek advice and confirm obligations locally first.
Note where the new level would meet the building, including anything to do with the damp course line, vents or airbricks.
Lowering ground against a wall changes that junction, and it is a question rather than a free improvement.
Note where a door, gate, step or threshold would now sit relative to the new level, and whether a step would appear or disappear.
A step that appears at a doorway is a practical consequence of a level change and is rarely mentioned in a removal quotation.
Note whether any wall, post, edging or structure would be left with its base exposed once the surface around it is taken away.
What was buried and is now exposed is a finding worth raising rather than tidying, because it may have been doing something.
Ask what the area is expected to do over the following seasons, and whether the level is likely to move as things settle.
Ground that has been under a surface behaves differently once exposed, and expecting it avoids disappointment later.
5.Where the water goes once it no longer runs to the gully
The drainage consequence is the part of de-paving that nobody quotes for and everybody lives with.
Establish what the existing gully, channel or outlet was taking, and whether it also serves anything other than this surface.
An outlet abandoned because one surface has gone can leave something else with nowhere to drain.
Ask where water landing on the area would go once the surface is removed, and whether the answer is the ground, a neighbour or a building.
Water does not stop arriving because the surface has gone, and the new route is a design question rather than an assumption.
Where surface water may be directed is subject to local requirements and belongs with a qualified drainage professional.
Ask whether the exposed ground is expected to take water at all, and how that would be established rather than assumed.
Ground beneath an old surface is not necessarily ground that accepts water, and the assumption is the commonest error here.
Ask what happens to any redundant gully, channel or outlet, including whether it is removed, capped or left in place and recorded.
A redundant outlet left in place without a record becomes a puzzle for whoever next tries to understand the drainage.
Check whether any roof, gutter or downpipe currently discharges onto the surface being removed, and ask where it would then go.
This is the connection most often overlooked, because the downpipe is not part of the area being worked on.
Plan to go out during heavy rain after the work is finished and record what actually happens, comparing it with what you recorded before.
The matched pair is the only way to know whether the drainage consequence turned out as described.
6.Arisings and the route out
Removal generates a large quantity of material that has to leave, and the route it takes crosses the rest of the property.
Ask how much material is expected to come out, in terms you can picture, and where it will stand while it waits to leave.
Broken-out material occupies far more space than the surface suggests, and it usually stands on something else in the meantime.
Agree where arisings will be stockpiled, on what, and for how long, rather than leaving that to whoever is holding the breaker.
A heap standing on a lawn or a drive for a fortnight is a second problem created by solving the first one.
Note the route material takes to reach a skip or a vehicle, what it crosses, and what protection that route needs.
This is where the damage happens in a removal project, and it is the part least likely to be in the quotation.
Ask whether any of the material could be reused on site, and what that would involve in terms of space and handling.
Reuse avoids part of the removal, but only where there is somewhere sensible for it to go and somebody willing to handle it.
Ask whether anything found during removal would need to be handled differently, and what would happen if it were.
Older surfaces sometimes conceal materials that change how the work proceeds, and knowing the process in advance prevents a stalled site.
Where anything unexpected is uncovered, stop and seek qualified advice rather than continuing to break out or dispose of it.
Note where a skip or lorry would stand, on what surface, and whether that ground was built for it.
The vehicle taking the old surface away frequently stands on the part of the surface you intend to keep.
7.Covers, services and what is left at the edges
The details at the boundary of the work are what an owner lives with afterwards, and they are decided quickly on site unless they are decided in advance.
List every cover, gully, grating, stop tap and marker within or beside the area, and decide what happens to each one.
Each of these has to end up at a level where it still works and can still be found, which is a decision rather than an outcome.
Ask what would happen to each cover once the level drops, including whether any would be left standing proud or below the new level.
A cover at the wrong level after a level change is the classic defect an owner then lives with for decades.
Where part of the surface remains, ask what holds the new edge, since the removed material was previously confining it.
Surfaces commonly begin to fail at unrestrained edges, and a new edge created by removal is exactly that.
Note that anything buried beneath the removed surface now sits closer to the finished level, and ask what that means for it.
Lowering the ground above a service changes its cover, which is worth raising with whoever owns or uses that service.
Where planting is intended, note which parts of the area sit over known services and consider what that means for planting there.
Roots and future access both matter, and the position of services is the one piece of information you now actually hold.
Update your property record with what was found, what was removed, what remains buried and where the new edges fall.
The next excavation here starts better informed only if this one was written down, which is how these records accumulate value.

Having these to hand usually makes the first conversation shorter and more useful.
- Photographs of the existing surface and its edges before work starts
- Your own record of where water runs during heavy rain, taken beforehand
- Any information you hold about services and drainage beneath the surface
- A sketch marking covers, gullies, downpipes and boundaries in the area
- Photographs taken while the ground beneath is briefly exposed
- Anything you can find about when and how the surface was originally laid
Records
Decisions to record before work begins
Write these down in your own words, with the date, so everyone is working from the same version.
- What the area is intended to become once the surface has gone
- How much of the construction beneath comes out, and to what level
- Where any new edge falls if part of the surface is retained
- What happens to every cover, gully and outlet in the area
- Where arisings stand, how they leave and what route they take
- Where water is expected to go afterwards, and what you confirmed locally
