1.Establishing what the existing construction is
An overlay is a decision about the construction beneath rather than about the appearance on top. That construction is usually unknown.
Record what the existing surface appears to be at the top, whether separate units, a continuous bound surface, concrete or something else.
The visible material is a starting point for the conversation even though it settles nothing about what is beneath it.
Write down that what lies beneath the existing surface is unknown unless a record exists, and that appearance does not establish it.
The construction beneath is what would be carrying the new surface, and it becomes invisible the day the original was laid.
Whether an existing construction can carry a new surface is a determination for a qualified professional, not an owner judgement.
Ask whether any record exists of when the existing surface was laid, by whom and what was put down beneath it.
Even a rough date and a name is more than most owners have, and it narrows what has to be investigated.
Note how old the surface is believed to be and what it was originally built for, including whether it has since changed use.
A path that has become a parking area has already had a change of duty before anybody proposes adding to it.
Ask whether the existing surface is itself already laid over something, since overlays accumulate and each one was a decision.
Old surfaces frequently sit on older ones, and each layer raised the level and reduced what remained available.
Ask what would be involved in establishing the existing construction, and whether that is proportionate to what is proposed.
Knowing what investigation would cost in effort is what allows an owner to decide whether to ask for it.
2.The condition it is in
The existing surface reports on itself if somebody looks carefully. These observations are entirely within an owner's ability.
Record any sinking, rocking, cracking, spreading or ponding on the existing surface, describing each pattern rather than naming a cause.
These patterns are information about what is beneath, and covering them over does not change what is producing them.
Walk the surface attentively and note anywhere that moves, sounds hollow or feels different underfoot from the area around it.
Inspecting by eye alone misses a great deal, particularly on a surface that still looks respectable from standing height.
Walk every edge of the area and note whether the restraint is still in position, missing, cracked or pushed outwards anywhere along it.
What confines a surface at its perimeter is frequently where change begins, and it is easy to walk past without noticing.
Watch during and after heavy rain and record where water stands on the existing surface and how long it takes to go.
Water behaviour is the most repeatable observation available and it will be different once a new surface is on top.
Note any recent change at the property, including new traffic across the area, altered drainage arrangements, or building work next door.
Context that only the owner holds is exactly what makes an existing condition interpretable by somebody else.
Take these observations to whoever is proposing the overlay and ask what each of them means for the proposal.
The point of gathering them is to put them in front of somebody qualified rather than to reach a conclusion yourself.
3.What the added thickness reaches at the building
Everything that goes wrong with an overlay is at the edges, and the edge against the building is the first one.
Ask where the damp course line sits and what raising the outside surface by the proposed thickness would mean for it.
This is the question that most often decides whether an overlay is available at all, and it is rarely raised in a quotation.
Photograph every vent, airbrick and low-level opening around the area and note how much clear space each currently has above the surface.
These have to keep working, and an owner can record their position accurately without any technical judgement at all.
Record the situation at every door onto the area, including how much room exists below the threshold at present.
A raised surface arriving at a door is the consequence owners notice first and the one least likely to be mentioned beforehand.
Ask what the wall construction is where the surface meets it, since what the outside level may do depends on that rather than on the paving.
The answer belongs with somebody qualified, and arriving with the question is what gets it asked at all.
Note anything fixed to the wall near ground level, including outside taps, meter boxes, lights, cables and any outlet.
These all lose clearance when the ground rises, and each of them becomes awkward or unreachable in a different way.
Note whether the existing surface already sits close to any of these, since a previous overlay may have used up the available room.
Where the room has already been taken, the honest answer may be that this option is not available on this property.
4.The edges and what happens at each
A raised surface has to stop somewhere, and every place it stops is a detail somebody has to decide.
Walk the whole perimeter of the area and write down what the new raised surface would meet at every single point around it.
Listing the edges one at a time is what turns a vague sense of a problem into a set of answerable questions.
Note where the new surface would meet lawn, planting or bare ground, and ask what holds the raised edge there.
A raised edge against soft ground needs something confining it, and that is a design item rather than an afterthought.
Note where the new level would meet a boundary, a fence or a neighbour's ground, and what would happen at that line.
Raising a level at a boundary is a question involving somebody else, and it is better raised before rather than after.
Where a change of level affects neighbouring ground or a shared boundary structure, confirm obligations locally before work is planned.
Note where the new surface would meet an existing path, drive or terrace that is not being overlaid, and what happens at that junction.
A step appearing between two areas that used to be continuous is a common and entirely predictable consequence.
Note whether the area is above, beside or against anything holding a level, and treat added thickness there as a question to ask first.
Adding material above retained ground is added weight, whatever the reason for adding it.
Adding a surface above or beside a retaining structure belongs with a qualified engineer before it is agreed.
Ask what the edge detail is at each position and whether any of them leaves an exposed edge that could be lifted or caught.
Edges are where a surface begins to fail, and a new edge created by an overlay is one that did not exist before.
5.Gates, steps, covers and the far end
The consequences of an added thickness turn up in small practical places all around the area.
Check every gate and door that opens over the area and note how much clearance each currently has beneath it.
A gate that no longer swings is one of the most immediate and most annoying consequences of a raised surface.
Note every step on or onto the area and ask what happens to each one when the surface at one end rises.
Raising a surface changes every step that meets it, and a set of steps with one odd riser is a lasting nuisance.
Mark every cover, gully, grating and stop tap in the area and ask what happens to each at the new level.
A cover left buried or standing proud is the defect an owner then lives with for as long as the surface lasts.
Look at what happens at the far end of the area, where the raised surface has to meet whatever was there before.
The far edge is the one nobody visits during the conversation and the one that usually ends up improvised.
Note anything fixed within the area, including posts, a store, a rotary line socket or a manhole frame, and ask what happens to each.
Fixed items do not rise with the surface, and each of them ends up in a slightly different relationship with it.
Note any established planting at the edge of the area and what raising the level against it would mean.
Material piled against a stem or trunk is a change to that plant's conditions rather than merely a change to the paving.
Changes to the ground around an established tree belong with a qualified arboricultural professional.
6.Where water went before, and where it would go
The drainage consequence is the one that arrives months later, during the first serious rain after the work.
Record where water ran on the existing surface and where it ended up, in writing and with photographs, before anything changes.
This is the baseline, and it can only be observed while the existing surface is still the one taking the rain.
Ask what happens to the falls once a new surface follows the old one, and whether the water would still reach the same place.
A new surface laid on an old one tends to inherit its shape, including any shape that was already causing problems.
Ask what happens to every gully, channel and outlet serving the area once the level around them has risen.
An outlet left below the new surface stops receiving water, and one left proud becomes something to trip over.
Note where any downpipe or gutter currently discharges onto the area, and ask where that water would be going once the work is finished.
Roof water is usually left out of a surfacing conversation entirely, because the downpipe is not part of the work.
Ask specifically whether any part of the new surface would fall towards the building rather than away from it.
This is the single most consequential drainage question at a surface beside a house, and it deserves a direct answer.
Where the existing surface lets water through, ask whether it forms part of the drainage, and confirm before anything is laid over it.
An overlay over a permeable surface can remove a drainage function that nothing at the surface indicates is there.
Where a surface may form part of the site drainage, laying anything over it is a question for a qualified drainage professional.
7.What the quotation does not say
An overlay is the cheapest-sounding option on most quotations, and its consequences are all in places the quotation does not describe.
Ask what the proposal excludes, including anything at the edges, the doors, the covers and the drainage around the area.
The consequences of an overlay sit at the boundaries of the work, which is exactly where scope tends to stop.
Ask for the alternative of taking the existing surface up to be described as well, so the two can be compared on the same terms.
Comparing an overlay against nothing makes it look obvious, and comparing it against the alternative makes it a decision.
Ask what would happen if the existing surface continues to move after the new one is laid over it.
Whatever was happening beneath does not stop because something has been placed on top of it.
Ask what reaching anything buried beneath would involve once the new surface is on, and whether that changes with the construction proposed.
Choosing a surface is choosing what future access costs, and the cost is paid by whoever owns the property later.
Ask which parts of the proposal would be difficult to reverse later on, particularly anything that raises a level around the area permanently.
Separating the reversible from the effectively permanent is what tells you which decisions genuinely have to be made now.
Write down the answers you are given, with dates, and keep them with the property record alongside the photographs.
The next owner sees paving and nothing else, and the record is what explains how the levels came to be as they are.

Having these to hand usually makes the first conversation shorter and more useful.
- Photographs of the existing surface, its edges and every junction around it
- Photographs of vents, airbricks, thresholds and fixed items near ground level
- Your own record of where water runs on the existing surface during rain
- Any record of when the existing surface was laid and what is beneath it
- A plan marking every cover, gully, gate, step and fixed item in the area
- The written proposals, including what each one excludes
Records
Decisions to record before work begins
Write these down in your own words, with the date, so everyone is working from the same version.
- What is known and what remains unknown about the existing construction
- The observations you have recorded about its condition and behaviour
- What happens at every edge around the area
- What happens to every cover, gully, gate and step
- Where water would go afterwards, and whether anything falls towards the building
- Whether the alternative of taking the surface up was compared on equal terms

- Would any part of the new surface fall towards the building?
