This is general planning preparation. These situations need a qualified professional, and often the relevant authority.

The checklist
Work through the sections

1.Asking how much ground comes out
Owners are shown drawings of what is being built and almost never told what is being removed. Ask for the second half of the picture.
Ask what excavation the project involves, listing each part separately, such as foundations, drainage runs, a terrace or a pool.
Excavation is usually discussed piece by piece with different people, so nobody assembles the whole list unless the owner does.
Ask whoever is planning the work for an indication of how much material is expected to come out in total, and record their answer as theirs.
An indication early is far more useful than an exact figure late, because it is what reveals whether the site can hold it.
Ask whether the indication you were given accounts for material occupying more space once it is dug out than it did in the ground.
Ground that has been excavated is looser than it was, and the heap is always larger than owners expect from the hole.
Ask what material is expected to come back in, since the ground you place is not the ground you removed, and where that would be stored.
Imported material needs space too, often at the same time as the spoil, which is what makes a small site difficult.
Ask roughly when each excavation is expected in the programme, so that the spoil from all of them does not arrive on site at once.
Sequencing is what decides whether the site can cope, and it is a question an owner can ask before anybody digs.
Note whatever you know about your own ground, including where anything has been filled in, buried or built over previously.
An owner's knowledge of what a plot used to be is frequently the only history available, and it changes what comes out.
What excavated material is, and what may be done with it, are determinations made through testing arranged by qualified professionals.
2.Where it stands while it waits
Spoil almost always has to wait somewhere. Where it waits affects the rest of the site for as long as it is there.
Ask where material is expected to stand on the site, mark those areas on a sketch, and photograph them as they are now.
Stockpile positions are usually decided on the day by whoever is digging, which is exactly why they should be discussed first.
Note what each proposed area is currently used for, and how long you could do without it, saying so plainly if the answer is not long.
Owners tolerate a great deal more when the duration was discussed than when it simply continues.
Record what the proposed area is surfaced with, such as lawn, paving, a drive or bare ground, and whether that surface is being kept.
A heap standing on a surface you intend to keep is a different proposition from one standing where the ground is being dug anyway.
Note what sits immediately beside each proposed area, including a boundary wall, a fence, a building, a tree or a drainage feature.
What a stockpile stands next to is a question for qualified people, and the owner's job is to make sure they know what is there.
Whether material may be heaped in any position, and against what, is a determination for qualified professionals on site.
Ask what happens to a heap in heavy rain, where the water and material would run, and whether anything is proposed to contain it.
Material washing off a heap onto a path, a drain or a neighbour's ground is one of the commonest complaints during excavation.
Ask how long material is expected to stand before it moves, and write down the answer so the question can be asked again later.
Almost every stockpile stays longer than expected, and having the original expectation written down makes that a conversation.
3.What might be reused on the site
Reuse is often mentioned early and casually. Find out what it actually depends on before the idea becomes part of the plan.
Ask what material is proposed to be reused, where it would be placed, and what that placement is intended to achieve.
Reuse for landscaping and reuse beneath something being built are entirely different proposals with different requirements.
Ask what reuse depends on, and record the answer, including anything that has to be established before the material can be placed.
Owners hear reuse as a saving and rarely hear the conditions attached to it, which are where the substance lies.
Whether any material may be reused is a determination for qualified professionals, informed by testing rather than by appearance.
Ask whether topsoil is being kept separate from deeper material, where it would be stored, and what is intended for it afterwards.
Topsoil mixed with everything else stops being topsoil, and owners with garden plans lose it without noticing.
Ask who decides on the day whether a given load is reused or removed, and whether you would be told when that decision is made.
This decision is made repeatedly during an excavation, usually by whoever is operating the machine.
Note what reusing material would change for you, such as a level, a planting area, a drainage feature or the shape of a garden.
Reuse is usually presented as a logistics decision when it is also a decision about what your garden ends up like.
Keep a note of what was reused and where, with dated photographs, rather than relying on remembering which areas received material.
A few years later nobody can tell which part of a garden was made ground, and that question comes up whenever anything is built there.
4.What leaving it as a raised level would change
Spreading material rather than removing it is the easiest thing to agree to and the hardest to undo. Ask what it changes before agreeing.
Ask exactly where ground levels would rise and by roughly how much, and have that marked on a drawing or a sketch rather than described.
Level changes described in conversation are understood differently by everybody present, and drawn ones are not.
Note wherever a raised level would come closer to a wall of your building or of any other, and mark those places clearly.
Where ground meets a wall is a technical matter, and the owner's job is to ensure the proposal is seen by the right person.
What a raised external level does at a building is a determination for qualified professionals. Ask before any level against a wall changes.
Note wherever a raised level would meet a boundary, a retaining feature or a neighbour's ground, and photograph those positions beforehand.
Raising ground at a boundary affects somebody else's property and is one of the commonest sources of neighbour disputes.
Ask what a changed level would do to where surface water runs, and whether anything currently drains across the area concerned.
Water finds the lowest available route, and changing levels changes that route whether or not anyone intended it to.
Note any tree, hedge or established planting whose root area would be covered by raised ground, and identify each of them.
Material placed over a root zone is easy to do and difficult to reverse, and trees may be protected in ways an owner does not know about.
Ask the relevant local authority what applies to changing ground levels at your property, and record what you were told and when.
Requirements vary by locality and by the nature of the site, and this can only be confirmed directly rather than assumed.
5.What may govern where material can go
Where material is allowed to go is not a logistics question. Find out who is establishing it and what that involves.
Ask who is establishing what the excavated material is, whether any testing is proposed, and when that would happen in the programme.
This governs where material may be taken, and it has to happen early enough to be useful rather than after digging starts.
Testing and classification of excavated material are arranged and interpreted by qualified professionals. Nothing here establishes either.
Ask whether anything known about the site's history changes what has to be established, and provide whatever history you hold.
Owner knowledge about what a plot previously was is genuinely valuable at this point and is often never requested.
Ask who is responsible for arranging removal, who selects where material goes, and what documentation comes back from that.
Owners should know which party holds this, because the documentation ends up being asked for later.
Ask what records of removal you should expect to receive and keep, and confirm that expectation in writing before excavation begins.
Paperwork that is expected in advance arrives; paperwork requested afterwards frequently does not.
Ask how material would physically leave, what vehicles would be involved, and how often they would come and go.
Removal is the part of excavation the street notices, and an owner who knows the pattern can tell the neighbours.
Photograph the route vehicles would use and the surfaces they would cross, before anything begins, and keep the images dated.
Repeated heavy movements over the same route is where damage to shared surfaces happens, and the record is made beforehand or not at all.
6.Living with the site while material moves
Excavation is the dirtiest phase of most projects and the one neighbours notice most. A little preparation covers most of it.
Ask what is proposed to keep material off the road and the pavement, and who is responsible for clearing it if it gets there.
Material tracked onto a public road is the most visible consequence of excavation and the one that attracts complaints.
Tell neighbours in writing before excavation starts what will happen, roughly for how long, and how to reach you about it.
Neighbours tolerate noise and vehicles far better when they were told in advance what the period looks like.
Note which neighbouring windows, gardens and washing lines face the excavation and the stockpile areas, and pass that on.
Only a resident knows which way the prevailing wind carries dust across the gardens on that particular street.
Identify anything in the garden you intend to keep and ask what protection is proposed for it during the excavation period.
Excavation is the phase when garden features disappear quietly, and identifying them beforehand is the only defence.
Ask how the household would reach the front door and the bins while material is standing and vehicles are coming and going.
Daily access is easily forgotten when a stockpile position is chosen for the convenience of the machine.
Keep a short dated log of what happened each week during excavation, including deliveries, removals and anything you noticed.
A brief log is the only practical way an owner holds a record of a phase where the site changes daily.
7.Recording what left and what stayed
This record is asked for years afterwards, by a future owner, an adviser or anyone planning anything else on the same ground.
Photograph the ground before excavation, during the period when material is standing, and once everything is reinstated, keeping each set dated.
The middle set is the one nobody takes and the one that shows where material actually stood.
Mark on a plan of the property every area where material was placed or levels were raised, and keep it with the property records.
Areas of placed material behave differently from undisturbed ground, and only a record tells anyone later where they are.
Keep whatever documentation comes back about material leaving the site, in one place with the rest of the project record.
This paperwork is requested at sale, at a later application, or by anyone doing further work on the same ground.
Record what material was brought onto the site, roughly where each of it was placed, and keep any documentation supplied with it.
Imported material is part of the same story and is even less often recorded than what left.
Photograph the finished ground level against each external wall, with something in shot for scale, and keep those images.
Ground levels against a building are the thing most often questioned later and most rarely photographed at the time.
Keep this material with the property records rather than the project file, so it reaches whoever owns the building next.
Ground history outlives projects, and this is precisely the file a future adviser will want to see.

- Whatever history you hold about what the plot previously was or contained
