A bulkhead follows what it hides
A bulkhead is a framed and lined enclosure with a soffit and one or more returns, brought down below the plane around it. It carries nothing except itself, which distinguishes it from the beam it may be built around. It cannot be set out until the position and depth of whatever it conceals are settled, and moving it later usually means moving a service run first.
That dependency runs the wrong way from how it is drawn. A bulkhead appears on an architectural plan as a shape, and is in fact a consequence, which is why a bulkhead position is one of the things most often disputed late in a project when the services are already installed.

A coffer is the opposite move and behaves differently
A coffer is set back above the surrounding plane and is commonly there to be seen. The two are easily confused on a section and are opposite decisions in practice. A bulkhead takes depth away from the room; a coffer claims depth above it, which means it competes with the services that would otherwise use that depth. Both are settled with the void rather than after it.
The returns are long straight lines at eye level
The soffit of a bulkhead is rarely the problem. Its returns are, because they are long lines close to eye level where deviation is far more visible than the same deviation in a flat ceiling. Every adjoining finish has to resolve against them: wall linings, glazing heads, curtain pockets, the ceiling plane beyond.
That is also where the buildability window is tightest. A bulkhead is built late enough to follow the services and early enough to be lined and decorated, and the trades who set it out are working around installations that are already fixed.
A change of ceiling type is a change of access
Where a grid ceiling meets a boarded one, at a bulkhead, a margin or a level change, an accessible ceiling ends and a closed one begins. The junction has to be trimmed, and the part of the void behind the boarded section is reachable only through whatever that boarded ceiling provides.
This is invisible from the room. Somebody lifting a tile at the edge of the grid finds the barrier is not a fitting but the start of a different ceiling, and whatever sits beyond it needs an access panel that either exists or does not. Access panels can only be provided while the ceiling is open.
What the surrounding ceiling is doing comes with it
Where the ceiling around a bulkhead contributes to fire or acoustic separation, the bulkhead is part of that surface rather than an addition to it, and its make-up and every penetration through it belong to the same question. A level change is therefore not always a free architectural move.
Establishing that early changes the conversation, because the answer determines whether a bulkhead can be lined in whatever suits the finish or has to reproduce something specific. That determination is made by qualified professionals against the arrangement the building relies on.
Setting out against the room, not against the drawing
A change of plane reads against the walls, the openings and the furniture below it. A bulkhead whose return lands a little off a window head, or a coffer pattern that does not reconcile with the columns, is legible to everyone in the room even when every component is exactly as supplied.
The practical step is to set the change of level out against the fixed points in the room before the framing is ordered, and to agree what happens where it cannot be reconciled. That decision is far cheaper on a drawing than at height with the services already in.
