What a wearing course is

The wearing course is the top of a paved build-up: the layer that traffic acts on, that weather acts on, and that provides whatever surface characteristics the paving needs — grip, appearance, drainage across it.

It is designed to be the layer that wears. Everything beneath it is intended to last considerably longer, and replacing a wearing course without disturbing the layers below is a normal maintenance operation rather than a failure.
